ACT-CIS Party-list nominee Erwin Tulfo believes there's a simple solution to the worrisome water supply woes that's been dominating news headlines for the past few weeks: cloud seeding. "No water???!!! Cloud seeding is the answer," Tulfo, a broadcast journalist and incoming congressman, wrote in a Facebook post over the weekend. "Ilang residente sa Norzagaray, Bulacan ang nagtatanong ngayon kung kailan daw ba mag-'cloud seeding' sa lugar para umulan at magdagdagan ang tubig sa Angat Dam na ngayon ay nasa below operating level na," he said. (Some residents of Norzagaray, Bulacan are asking when cloud seeding would be conducted in their locality in order to make it rain and increase the water level at Angat Dam, which is now said to be below operating level.) "Why not? Matagal na rin nating ginagawa ang cloud seeding para umulan sa isang lugar di ba?" noted Tulfo. (Why not? We've long been carrying out cloud seeding in order to make it rain in a particular place, right?) Wikipedia defines cloud seeding is a type of weather modification that aims to change the amount or type of precipitation that falls from clouds by dispersing substances into the air that serve as cloud condensation or ice nuclei, which alter the microphysical processes within the cloud. The 56-year-old Angat Dam supplies about 90 percent of raw water requirements for Metro Manila. National authorities are bracing for what is believed to be a fierce episode of El Niño, or an extended dry season.
